Shared Facilities

PSE&G monitors and controls the PSE&G bulk electric system under the direction of the PJM RTO and support activities required for the operation of the bulk power transmission system, including planning, engineering, construction, and Energy Management System (“EMS”) computer support. PSE&G has established procedures to ensure the physical separation of the employees engaged in the Transmission Function (“Transmission Function Employees”) from the employees engaged in the Affiliated Marketing Function (“Affiliated Marketing Function Employees”), all as defined in FERC Order No. 717, to prevent the disclosure of non-public transmission information to Affiliated Marketing Function Employees.

PSE&G monitors and controls the PSE&G bulk electric system from the PSE&G Electric System Operations Center (“ESOC”), which is located within the PSE&G Electric System Operations Area at PSE&G's Corporate Headquarters, 80 Park Plaza, Newark, New Jersey 07102. Affiliated Marketing Function employees in PSEG Global LLC, PSEG ER&T, PSE&G's BGS/BGSS Services Group, PSE&G Renewables and Energy Solutions, are also located at PSEG's Corporate Headquarters.

The Electric System Operations Area also contains a back office, a computer room, a computer support room and miscellaneous facilities e.g. conference room, kitchen and restrooms. Access to the Electric System Operations Area and all rooms within the area except the restrooms is controlled by separate card readers. Surveillance cameras are in place at the main entry door to the Electric System Operations Area and the entry doors for ESOC and the back office.

A master list (“Master List”) of persons authorized to have access to the Electric System Operations Area and the nature of the access is maintained by PSEG’s Corporate Security Group. The list is maintained pursuant to a protocol which specifies a procedure for the periodic review and verification of the list and a procedure for the approval of additions to the list. These procedures are implemented under the direction and supervision of the Director - Electric System Operations.

All persons not identified on the Master List who seek access to ESOC, the back office, the computer room, and the computer support room must be logged and escorted at all times by the employee being visited or a surrogate. PSE&G maintains a geographically remote office building where they have an Emergency ESOC Back-Up Facility. Similar controls are maintained there as Affiliated Marketing Function employees may access the office building.

Planning, engineering and construction activities related to the operation and maintenance of the PSE&G transmission system are conducted at two locations: (1) PSEG’s Corporate Headquarters in Newark; and (2) PSE&G’s Hadley Road facility. Areas at these facilities that house the PSE&G employees performing these activities are controlled by card reader access. The Master List also contains the names of the persons authorized to have access to these areas and the nature of their access. The list is also maintained pursuant to a protocol which specifies a procedure for the periodic review and verification of the list and a procedure for the approval of additions to the list. These procedures are implemented under the direction and supervision of an individual designated by the Vice President - Asset Management & Centralized Services.

PSE&G’s Energy Supply Services Group, which collects and reports generation data and information from all generators in PSE&G’s transmission zone, is located in Corporate Headquarters in a physically secure area controlled by card reader access on the entry door. The Master List also contains the names of the persons authorized to have access to this areas and the nature of their access. The list is also maintained pursuant to a protocol which specifies a procedure for the periodic review and verification of the list and a procedure for the approval of additions to the list. These procedures are implemented under the direction and supervision of an individual designated by the Vice President - Asset Management & Centralized Services.
