Participation Rules
Residential customers residing in the following municipalities* may be eligible for program participation:

Bayonne Kearny Plainfield
Camden Mt. Holly Roselle
Carteret New Brunswick Trenton
East Orange Newark Union City
Elizabeth North Bergen West New York
Gloucester City Orange
Guttenberg Passaic
Hillside Paterson
Irvington Pemberton
Jersey City Perth Amboy

*PSE&G is offering this program to customers in towns designated as having “Urban Enterprise Zones” (UEZs) located in them as determined by the State of NJ.

  • Customers must be a PSE&G customer of record with a separately metered PSE&G electric or gas account.
  • Customers must reside in a 1 – 4 family home.
  • Customers who lease their homes are eligible for program participation, but landlord permission is required.
  • Customers must have a gross household income above 225% of the Federal Income Guidelines per the table below. Proof of household income, such as pay stubs, income tax return(s), or W-2 forms, will be required.

*For households with more than 8 persons, add $3,740 per year for each additional person.

Important Note: If the customer is a tenant, the landlord will be responsible for approving the installation of Tier Three upgrades and will be responsible for the payment for those upgrades. All customers or landlords are required to repay their share of the upgrade cost, interest free, through their PSE&G bill over a period of 60 months or in one lump sum payment.

  • Customers who participate in the Universal Service Fund (USF), or those who are income qualified (household income under 225% of the Federal Income Guidelines) will be referred to other programs that provide greater benefits, such as the Comfort Partners Program or the state Weatherization Assistance Program.
  • Customers who do not reside in the municipalities served by the program may be eligible for the New Jersey Home Performance with Energy Star Program.  Go to www.njcleanenergy.com or call 1-866-NJSMART.
